PARISH COUNCIL NEWS      
CEMETERY WALL
We are pleased to inform parishioners that we have managed to complete the work to the cemetery wall, which should be finished, and Tite Lane re-opened, by the time this Newsletter is printed. We are sorry for the inconvenience caused but feel sure that parishioners will welcome the fact that the wall has been re-built in its entirety utilising local labour and materials and in its way it is an enhancement to the village. Our thanks to the contractor, Dennis Mill, for his work on our behalf.
MEMORIAL HALL
It remains our intention to build the extension and provide a new kitchen to further improve the facilities at the Hall. However there have been some delays and the work will now start in the New Year after the Hooky Players present their annual pantomime. We continue to hope that we can complete this with the minimum of disruption to regular users. For details of availability please contact the Parish Clerk, Ken Porter, 01295 758352.

We are informed by Oxfordshire County Council that thousands of historic photographs of Oxfordshire and neighbouring counties can now be viewed on OCC's online Heritage Search. This facility includes a significant number of excellent photographs of Hook Norton in the 1920s and can be accessed through www.oxforshire.gov.uk by going to Heritage Search and typing in “Packer” and the name of the place that interests you. Heritage Search, which includes many photographs, plus catalogues of documents, books, manuscripts, artefacts and CDs is just a part of the wealth of information about the county which can found on the website.

PARISH TRANSPORT REPRESENTATIVE
I have taken over the role of Parish Transport Representative from Peter Fry who has left the village. Although I have previously done this job some years ago, things have moved on and I feel there is a lot to learn – but I am enthusiastic and willing. Peter set a fine example and will be a hard act to follow.
Most importantly, I am fairly easily available during the day on 01608 646556 and aim to have a full compliment of local timetables for local buses and trains.
There have been some improvements lately; one is the bus running from Banbury to Chipping Norton and back is now hourly in both directions, so making it a much more viable service and one that I use quite regularly. It really is a great way to travel and in many cases, a lot less hassle than the car.
If there are any causes of dissatisfaction with this service, for example extreme lateness or leaving before the allotted time, I would be glad to hear about them.
Currently there is no bus that gets into Chipping Norton before 10am on Mondays – Fridays which I have discussed with the council – it will be reviewed but at the moment it is seen as a bus to get people to Banbury not Chippy! However, although there are no plans to change this, it is not an impossibility.
Meanwhile, for the sake of doing your bit for the environment, why not make one of your journeys by bus for a change?

POLICING HOOK NORTON
Hello, my name is Dave Hibbert, and I am the Sergeant who is now responsible for Hook Norton, and I am based at Banbury.
As you may have been aware up until recently you were Policed by officers from Chipping Norton, both for emergency calls and also local Policing issues, with Rosemary Dilsaver as your neighbourhood officer. Following the move to Neighbourhood Management; which all Police forces in England and Wales have to implement by 1st April 2008; Hook Norton has now reverted back to the Banbury Police area.
This is because you are part of Cherwell District Authority, and the neighbourhood boundaries are based upon local government, and Crime and Disorder Reduction Partnership area's. As a result you are now part of neighbourhood area number 5, alongside Wiggington, Milcombe, Bloxham, South Newington, Barfords, Milton, Deddington, Adderbury and Bodicote.
Your new local officer is PC 1698 Phil Morris, who is a very keen, and very good officer, and who has already spoken to Rosemary about the village, and has conducted a number of patrols there already. The other rural officer for Banbury, PC 2066 Gerry Doyle will also patrol the village from time to time.
I know many of you will not be happy over this move and I understand the reasons why, but I can assure you that I and my colleagues at Banbury will do our utmost to provide you with as good a service as our colleagues in West Oxfordshire have done.
And please be assured that in the event of an emergency the nearest Police vehicle will attend, should a Banbury response team not be available.
Over the coming year Phil and I will be carrying out work in the run up to the rural area's going 'live' with neighbourhood management, which will involve talking to members of the community and identifying what your Policing priorities are.
We will also be looking for a small number for people from the Parish Council and community, to become part of what is called a NAG, a Neighbourhood Action Group. I will go into further detail in future articles about this.
You live in a wonderful, safe village whose reported crime levels are down on the same period last year, 34 offences as opposed to 43 as at 02/11/06, which I am sure is down to the excellent work carried out by Rosemary, and no doubt by the vigilance of the community in reporting issues, and I aim to ensure that trend continues.

OUT OF THE BLUE
Hello, I am PC 1698 Phil Morris the new Police Constable for the village of Hook Norton, I currently cover the Deddington Beat on the Banbury area. I work on the Rural Beat team with PC 2066 Doyle and my supervisor PS 5573 Hibbert.
I have been in the Police for nearly 6 years and I have been working the rural beat since January 2006 when I moved to Banbury having spent 3 years on the Blackbird Leys Estate in Oxford as a Community Beat Officer and 2 years as a shift officer in Oxford.
I would like to say that I am looking forward to working with the community, to solve any problems that may arise.
I would like to remind residents to ensure that they lock up all of their doors and windows as in other areas of my beat I have been having problems with thefts from unlocked sheds and garages and I would like to stop any crime before it happens. CHERWELL RECREATIONAL STRATEGY
The Cherwell Recreation Strategy (http://www.cherwell-dc.gov.uk/files/publicationscheme/4326-781.pdf) will make sure there's a cohesive approach to recreation across the District over the next five years. But before the strategy is set in stone, the Council is asking the public for its views.

1000 YEARS
As the county gears up for its 1000th anniversary next year, Special events are being planned around the county, offering an exciting array of art, dance, theatre and music. Sport, food and science are also included –and many of Oxfordshire's 70-plus festivals will also be joining in the party with their own millennium contribution.
Some brand new festivals are being specially organised for next year. The UK's first ever Children's Food Festival will take place in the countryside, with local celebrity chefs Raymond Blanc and Sophie Grigson leading a strong line-up of chefs, restaurants and farmers. There will be chef's demos, field to fork food stories, walkabout theatre, medieval food tastings and much more.
